A rights-based approach to youth policies is one of the main priorities of the Portuguese Presidency of the Council of the European Union in the field of youth, in line with the EU Youth Strategy 2019-2027.

In this framework, the Portuguese Institute of Sport and Youth and the European Commission, in cooperation with the European Youth Forum and the Portuguese National Youth Council, will co-organise the Peer Learning Activity (PLA) - a rights-based approach to youth policies (RBA), in a hybrid [1] format on 22-23 June 2021 at IPDJ - Lisbon Youth Centre, Portugal.

The Peer Learning Activity, with the support of ECORYS, aims to bring together Member States, young people, researchers and key players in the field of youth, for an exchange of views on rethinking youth and youth policies, aligned with a rights-based approach.

Aim of the PLA

  • Identify and reflect on a common understanding of the concept of youth rights and RBA, and related measures aiming to facilitate young people's access to rights.
  • Draft a set of recommendations on how to implement RBA to the European and national youth policies.
  • An overview of promising practices that apply RBA at different levels and contexts.

Participation

The target audience of this PLA would be representatives of the national, regional and local authorities of the Member States, experts on youth policy, representatives of youth organizations and institutional participants invited. The working language will be English.
